As an admin, I want to access the same functionalities as Reviewer user role.
Needs to be further explored. How are user roles defined? → will have to define exactly what the various user roles and permissions are.
Currently, Current Admin roles = MoH manager, support team, etc.
Business Rationale:
Keep the same edit/modify functionalities so they can properly and accurately/holistically submit and go through the proper review cycle.
