Feature #: Ability to automatically generate form from file submission.

Digitize existing forms.

Business Rationale:

If a program area wants to hop on-board to use the CHEFS tool, they could simply create/open a specific type of submission (upload template)… Wagner Montes

This would allow the user to upload what they have currently (still formatted in some way but not fully), and from that submission, CHEFS would generate a potential form.
