#13: Admin Users role is given same functionalities as Reviewer role

As an admin, I want to access the same functionalities as Reviewer user role.

Needs to be further explored. User roles need to be defined.

Current Admin roles = MoH manager, support team.

Keep the same edit/modify functionalities so they can properly and accurately/holistically submit and go through the proper review cycle.
