#31: (Submitter) Collaborate on existing draft submissions

Submitters want the ability to view and edit an existing draft submission from another submitter.

Priority (MoSCoW): Could Have

In some cases, different people may end up working on the same form (i.e. Interior Health = Paul might enter PP info while Cam enters O&O data).
