#56: (Submitter) Upload a File as a Submission

As a Submitter, I want to be able to upload a file as a submission.

Each line/record within the file would represent a form submission.

In some use cases data is aggregated by an intermediary (e.g. Health Authority) and submitting each dataset individually is not feasible/realistic.

(In the future it can be explored if this intermediary is not required).
