FORMS-439: Merge Automated Notification setting with Submission Period Setting

User Story Description:
After discussing with the CoCo team it was decided to merge the current Automated Notification functionality with the Submission Period functionality.
So, as a Form Designer, the “Form Schedule Settings“ will now also include 1 checkbox for Enable automated notifications.
If the checkbox is checked, then 3 automated emails will be sent out to submitters who haven’t submitted yet:
First email: Day of submission start
Second email: Half way through submission period
Third email: One day prior to submission close

Checkbox should have the following label: “Enable Automated Submission Reminders“
Tooltip: “If checked, then submitters who haven’t submitted the form yet for a given submission period, will receive a submission reminder.“
