Taking Vancouver Coastal Health - LTC - Facility Information as an example.
we can count a total of 15 submissions when showing all available submissions.
But when trying to extract these submissions in JSON format, or by calling the extraction API "Export submissions for a form" (https://submit.digital.gov.bc.ca/app/api/v1/docs#tag/Submission/operation/export ),
We only get 13 submissions :
For example, the submissions with confirmationID : 743789D3 and ADFD3F74 will not show up in the exported JSON.
We believe that the reason is that for these particular submission , the "draft" flag is set to true :
