User Story description:
As a reviewer, I want to be able to consult the existing notes/comments on a given submission.
Should this be added as a column to#26: (Reviewer) View Submission ID, Date and Submitted By?
Is there a reason they are separate?
Depends how we want the end-user to see it on screen.
Business Rationale:
To have a holistic view of the submission. Also enables communication between submitter/reviewer.
