Feature #x: Admin Users role is given same functionalities as Reviewer role

Admin users want to access the same functionalities as Reviewers. This needs to be further explored.

Will have to define exactly what the admin roles (MoH manager, support team, etc.) look like (define what permissions they have).

Keep the same edit/modify functionalities so they can properly and accurately/holistically submit and go through the proper review cycle.
