#51: (Reviewer) Consult the existing notes on a given submission

As a reviewer, I want to be able to consult the existing notes/comments on a given submission.

Is there a reason they are separate?

Depends how we want the end-user to see it on screen.

To have a holistic view of the submission. Also enables communication between submitter/reviewer.
