#26: (Reviewer) Receive notification when form is submitted

User Story description:
As a reviewer, I want to be notified via email when a form is submitted.
Each submission is assigned a reviewer?? Once submission is submitted, reminders to review would be emailed to appropriate reviewers.
Define workflow → i.e. submitted = ready for review?
Confirm what type of notification (i.e. email?)
Business Rationale:
To improve efficiency within reviewal process and overall submission workflow. Also reduces unnecessary effort of reviewers (i.e. MoH or HAs) having to send multiple reminders out.
