CHEFS BUG - Copying a previous submission misses fields.

Observed Bug: 

If you copy a previous submission in CHEFS, the new submission can fail to include all information from the previous submission.

Reproduction Steps:

1. In CHEFS, create a new submission for a form that has enabled the 'copy prior submissions' functionality. Make sure all fields are complete then press submit.

2. In CHEFS, as a submitter, open the list of previous submissions.

3. Copy the previous submission.

Observations:

When the new submission is open, it is missing data from one or more fields that were previously filled in.
