There are two pieces here: 1. standardization piece (HA reqs gathering) and 2. user-focused design (having 1:1 user interviews where we dive into how the users actually perform the tasks of submission, analysis, etc.).
Figure out what the HAs want and need and what does HLTH need and strike a balance. HLTH has a very specific need for certain data and each HA has their own.
Concept testing should be included as well (which would encompass the data model).

It is useful to acknowledge that though our team is extremely focused on certain workflows, for certain user groups (i.e., HA submitters), these processes almost certainly not their no. 1 priority and they may in fact be quite low on their list of priorities.
Focus on seeing each user/user group as a stakeholder.
