#3: (Submitters) Field Pre-population from previous submission

Feature Story Description:
As a Submitter, I want to make it possible for specific fields to be pre-filled with certain data from previous submission(s).
i.e., Some will only change/be modified once every 3 years.
Business Rationale:
Priority: Could Have
Some forms are filled out on a regular basis and some data points will have the same value from one submission (or year) to another. Having them pre-filled can simplify the user experience and help with data consistency.
