CHEFS BUG - The closing message is not displayed to applicants accessing the CHEFS form outside of the submission window

Description:

1.) The CGG forms were previously configured to close Oct 31, 2024. However, on the afternoon of Oct 30, 2024 REDIP applicants started reporting that they were unable to access the REDIP forms. This may be due to the difference between local time and the UTC time on the server.

2.) Also, a separate CHEFS bug caused the default message to be displayed: "Form submission is not available as the scheduled submission period has expired" rather than the custom message “The submission window for this grant is now closed.”
