Data Missing When Viewing Submissions

Description:
This is a bit of a complex one and may require some triage with the PCD form developers.
The data doesn't display for complex forms such as Financial Reporting when viewing submissions as either Reviewer or Submitter. The Financial Reporting forms have nested data grids and also pull the data from other forms (budget).
The work around for the Reviewers is to start editing and cancel it without making any change. After that, the form displays all the values.
No work around for the Submitter, unless the user copy the submission.
