Enhancement - Usability Messaging

REDIP scheduled a form to be closed on October 31.
While we missed training them on the unkown behaviour that this means the closed date is 12AM of October 31’st it would be helpful on the Scheduling Section to have language that indicates the closing date and time.

What it reads now:

This form will be open for submissions from 2024-10-01 to 2024-11-01

What it should read:

This form will be open for submissions from 2024-10-01 at 12:00 AM to 2024-11-01 at 12:00 AM.

Also I believe that there is a UTC - 7 issue but Stephan has documented it in:
CHEFS BUG - The closing message is not displayed to applicants accessing the CHEFS form outside of the submission window
